SECTION 1 - SAFETY COMES FIRST AT ALL TIMES
The NWHA Safety Policy shall take precedence at all times over this Policy.
SECTION 2 - WEAPON RANGE AND EFFECTIVENESS
a. SMALL ARMS
1. Rifles (all, in rifle or carbine caliber): 75 yards.
2. Any fully-automatic weapon in rifle caliber on a fixed mount, tripod, or bipod: 100 yards.
3. Fully-automatic weapons in pistol caliber: 50 yards.
4. Handguns: 25 yards.
5. Small arms shall be considered effective only against personnel and soft-skinned vehicles.
b. HEAVY WEAPONS, VEHICLE MOUNTED OR TRAILED
1. 20mm and .50 Cal: 100 yards
Effective against ground troops and vehicles up to light armored cars and half-tracks. Can raze large wooden structures with a 10 round burst and small wooden structures with 5 round burst. Effective against personnel behind trees with a 2 round burst (up to 2 foot diameter tree). Not effective against concrete.
2. 37mm and larger: 150 yards
Can raze wooden structures with 1 round, concrete bunkers with 2 rounds. Effective against light and medium tanks. Collateral effect on position: 30 foot radius.
3. Heavy weapons do not include artillery.
c. HAND GRENADES
1. The thrower shall call "Grenade" or “Grenate” when it is released.
2. The grenade shall be considered detonated at first impact.
3. Kill radius from point of impact: 15 feet.
4. Expended grenades shall be out of action for 15 minutes.
d. RIFLE GRENADES
1. Shall be fired at no less than a 45-degree angle to the horizontal.
2. The grenade shall be considered detonated at first impact.
3. Kill radius from point of impact: 10 feet.
4. Expended grenades shall be out of action for 15 minutes.
e. ANTI-TANK ROCKET LAUNCHERS (Bazooka, Panzerschrek, Panzerfaust, PIAT)
1. Armored cars and half-tracks: 50 yards.
2. Tanks: 30 yards.
3. Personnel: 50 yards. Collateral effect on position: 10 foot radius.
4. Wooden structure/bunker: 50 yards.
5. Concrete structure/bunker: 30 yards.
6. Panzerfaust - all situations: 30 yards.
f. MORTARS
1. Shall be fired at no less than a 45-degree angle to the horizontal.
2. The round shall be considered detonated at first impact.
3. Kill radius from point of impact: 20 feet.
4. Expended rounds shall be out of action for 15 minutes.
g. FLAME THROWERS
1. Must strike the target with a visible amount of clear, uncolored water. The water stream shall never be aimed at the head.
h. ANTI-TANK LAND MINES
1. Vehicles entering an uncleared mine field shall be considered destroyed.
2. Collateral effect on supporting personnel: 20 foot radius.
3. Expended mines shall be out of action for 15 minutes.
i. ANTI-PERSONNEL MINES
1. Kill radius: 10 feet.
2. Trip wires shall not be more than 18 inches above ground level and shall not be made of metal.
3. Expended mines shall be out of action for 15 minutes.
j. SATCHEL CHARGES
1. Anti-personnel - Minimum simulated weight: 5 pounds. Kill radius: 20 feet. Satchel must have a minimum capacity of 80 cubic inches and not exceed 1 pound actual weight.
2. Anti-vehicle - Minimum simulated weight: 10 pounds. Collateral effect on supporting personnel: 30 foot radius. Satchel must have a minimum capacity of 160 cubic inches and not exceed 2 pounds actual weight.
3. Anti-tank - Minimum simulated weight: 20 pounds. Collateral effect on supporting personnel: 50 foot radius. Satchel must have a minimum capacity of 320 cubic inches and not exceed 3 pounds actual weight.
4. Anti-bunker/structure - Small building: 10 pound satchel charge. Large building: 20 pound satchel charge.
5. Satchel charges shall be considered a live charge for 5 seconds.
6. The thrower shall be a casualty if he or she is within the kill radius at the time of detonation.
7. All satchel charges shall be filled with soft foam.
8. Expended satchel charges shall be out of action for 30 minutes.
SECTION 3 - DETERMINING CASUALTY STATUS
a. PERSONNEL ON FOOT
A combatant shall be considered "killed" when he or she has without question received opposing fire within the range of the weapon, as follows:
1. Full body exposure in the open.
2. Running from cover to cover if fire is received from a semi-automatic or fully-automatic weapon burst of three or more rounds or a volley from three or more bolt-action weapons.
3. If within range and receiving fire in situations other than 1 or 2 above, exposure of the entire torso and head. If the head only is exposed, the head shot shall count if made within 25 yards.
4. If out of range by less than 150% and receiving fire, full body exposure in the open if fire is received from a semi-automatic or fully-automatic weapon burst of three or more rounds or a volley from three or more bolt-action weapons.
b. VEHICLES - SOFT-SKINNED VEHICLES
Soft-skinned vehicles shall include any motorcycle, automobile, Jeep, Kübelwagen, and truck.
1. A vehicle receiving a volley of semi-automatic or fully-automatic fire shall be considered destroyed and the driver and passengers in the cab area shall be considered killed. If the vehicle is a truck carrying troops, the troops shall dismount from the vehicle and fight on foot. The dismounted troops shall not use the destroyed vehicle for cover as the vehicle shall be considered to be in flames.
2. A vehicle shall be considered destroyed and all personnel in or on that vehicle shall be considered killed by any of the following:
A. Hand grenade or rifle grenade inside the vehicle
B. Volley of heavy weapons fire
C. Anti-tank rocket launcher
D. Anti-tank mine field
E. 10 pound satchel charge on, under, or driven over.
F. Or as listed in SECTION 1 - WEAPON RANGE AND EFFECTIVENESS
c. VEHICLES - ARMORED VEHICLES
Armored vehicles shall include any armored cars and half-tracked vehicles.
1. An armored vehicle shall be considered destroyed and all personnel in or on that vehicle shall be considered killed by any of the following:
A. Hand grenade or rifle grenade inside the vehicle
B. Volley of heavy weapons fire
C. Anti-tank rocket launcher
D. Anti-tank mine field
E. 10 pound satchel charge on, under, or driven over
F. Or as listed in SECTION 1 - WEAPON RANGE AND EFFECTIVENESS
d. VEHICLES - TANKS
1. A tank shall be considered destroyed and all personnel in or on that tank shall be considered killed by any of the following:
A. Hand grenade or rifle grenade inside the tank
B. Light tank: fire from a 37 MM or larger weapon
C. Medium tank: fire from a 50 MM or larger weapon
D. 20 pound satchel charge on, under, or driven over
E. Panzerschreck
2. A tank shall be considered disabled (immobilized), but weapons remain functional, by any of the following:
A. Anti-tank mine field
B. Bazooka, PIAT, or Panzerfaust
e. KILL TIMES AND CASUALTIES
1. Kill times shall be determined and announced to all attendees at the morning formation. Kill times generally should not exceed 15 minutes for personnel or 20 minutes for vehicles. Kill times may be adjusted to compensate for an uneven turnout of opposing forces.
2. Casualties shall fall back behind their lines or to the area designated to take their dead time.
3. Casualties shall not be disruptive to the flow of the battle and shall make an effort to move unobtrusively away if the flow of battle shifts into the casualty area.
4. Personnel shall remove their helmet to indicate their casualty status.
5. All types of vehicles shall display a yellow pennant to indicate their casualty status.
SECTION 4 - COMMAND AND CONTROL OF THE TACTICAL BATTLE
a. In order for a tactical battle to function in an orderly manner, all individuals attending shall behave with integrity and sportsmanship.
b. Command and Control rules are hereby established for the primary purpose of assuring order at and during a tactical battle.
c. There is hereby created an Allied Commanders Committee and a German Commanders Committee for the purposes of addressing matters in common by each side and for coordinating the respective Allied and German forces at tactical events. The Allied and German Commanders Committees shall be composed of their respective Unit Commanders or their designees.
d. There is hereby created the position of Tactical Commander of the Allied Forces and the position of Tactical Commander of the German Forces. The sole authority vested in these positions shall be tactical command authority over the forces at their respective disposal. Since tactical command authority is independent of rank, the rank held by the Member filling this position shall not be higher than the highest rank held by the members of the respective Commanders Committee.
1. The Tactical Commander of the Allied forces shall be elected annually by unanimous vote of the Allied Unit Commanders and shall serve on a calendar year basis at the pleasure of the Allied Commanders Committee. This position may be filled by any Member of the Allied forces. He or she shall serve as the overall Allied Tactical Commander at tactical events except when absent, or when this role may from time to time be delegated to the specific Allied Unit Commander of the Unit sponsoring the event, or to another Member of the Allied forces in attendance at the event.
2. The Tactical Commander of the German forces shall be elected annually with unanimous vote of the German Unit Commanders and shall serve on a calendar year basis at the pleasure of the German Commanders Committee. This position may be filled by any Member of the German forces. He or she shall serve as the overall German Tactical Commander at tactical events except when absent, or when this role may from time to time be delegated to the specific German Unit Commander of the Unit sponsoring the event, or to another Member of the German forces in attendance at the event.
e. All reasonable orders given by the Tactical Commanders, the Unit Commanders and/or their desigees shall be carried out.
f. At any time, if a condition or situation is recognized which places in question the safety of any individual or any property, the Member recognizing that condition or situation shall loudly call out “CEASE FIRE! CEASE FIRE! CEASE FIRE!”. All Tactical Commanders, Unit Commanders, Event Coordinator, and other Members shall upon hearing this call assure that weapons are unloaded and made safe. No further tactical action shall occur until the condition or situation has been corrected.
g. There shall be no unnecessary verbal communication between members of the opposing sides during the battle.
h. There shall be no oral, non-transmitted communication between members of the same side in excess of fifty (50) yards.
i. After a battle, any major problems, questions, and/or disagreements will be brought to the attention of the Allied and German Commanders Committees and the Chairman, whose responsibility it shall be to resolve such situations. |
